Self-financing Post-secondary Education Fund
The Chief Executive announced in the 2010-11 Policy Address to establish a $2.5 billion Self-financing Post-secondary Education Fund (the Fund) to support worthwhile initiatives and schemes that aim to enhance the quality of self-financing post-secondary education. The Fund will be used as seed money to generate stable investment returns to support the following schemes-

        (a) the Self-financing Post-secondary Scholarship Scheme
        (b) the Quality Enhancement Support Scheme; and
        (c) the Quality Assurance Support Scheme.

The following two committees are set up to oversee the operation of the fund:

        (a) Self-financing Post-secondary Education Fund Steering Committee
        (b) Self-financing Post-secondary Education Fund Investment Committee


The Self-financing Post-secondary Scholarship Scheme (SPSS)

To promote the development of the self-financing post-secondary sector, the Self-financing Post-secondary Scholarship Scheme Fund to offer scholarships and awards to students pursuing full-time locally-accredited self-financing sub-degree or bachelor degree (including top-up degree) programmes at non-profit-making education institutions.

There are two types of scholarships established under the Scheme, namely the Outstanding Performance Scholarship and the Best Progress Award:

Participating Institutions

The Quality Enhancement Support Scheme (QESS)

Quality Enhancement Support Scheme is to support the self-financing post-secondary sector to carry out projects to enhance the quality and effectiveness of teaching and learning.

The Quality Assurance Support Scheme (QASS)

Quality Assurance Support Scheme is to provide support for education and training institutions in the self-financing post-secondary sector to implement and strengthen quality assurance measures.
